What was going wrong
The authority was responsible for vehicle safety across a province of more than 110 million people, but the standards it could enforce were incomplete, and there was no laboratory to test vehicles against them.
Writing standards without a lab produces paperwork. Building a lab without standards produces an expensive building. Both had to be designed as one system.
How we ran it
We started from UNECE WP.29, the international framework behind vehicle approval in most of the world, and mapped it to the province's real fleet and conditions.
Test categories, equipment requirements, procedures, and documentation structures were drafted and checked against the framework line by line: written for local roads, in international language.
Where it landed
The authority received a complete standards set and a laboratory blueprint it can build against, from test lanes and equipment down to record-keeping.
And because the system speaks WP.29, a vehicle tested under it can be discussed in the same regulatory language used in the UK, Australia, and most of the world.
